IRP, which stands for International Registration Plan, is a registration system for commercial motor vehicles that operate in multiple jurisdictions, such as states or provinces. It is designed to facilitate the payment of registration fees and taxes for vehicles that travel across state or provincial lines.
The IRP allows motor carriers to register their vehicles and obtain license plates that are recognized and valid in multiple jurisdictions. This eliminates the need to obtain separate registration and license plates for each state or province the vehicle travels through. Instead, the registration fees and taxes are apportioned among the jurisdictions based on the distance traveled in each jurisdiction.
New IRP Account/ IRP Registration
The International Registration Plan (IRP) is an agreement that allows states in the United States, the District of Columbia, and Canadian provinces to register vehicles and pay fees based on the total distance traveled across jurisdictions.
To engage in inter-jurisdictional operations, any vehicle that falls under the “apportionable vehicle” category must have IRP apportioned plates. An apportionable vehicle is defined as follows:
An “Apportionable Vehicle” is a Power Unit (with certain exceptions) used or intended for use in two or more Member Jurisdictions. It is primarily used for transporting people for hire or designed, used, or maintained primarily for transporting property.
It fulfills one or more of the following criteria:
It has three or more Axles, regardless of weight.
It has two Axles and a gross or registered gross vehicle weight exceeding 26,000 pounds (11,793.401 kilograms).
It has two Axles and a gross or registered gross vehicle weight exceeding 26,000 pounds (11,793.401 kilograms).

Documentation and Assistance

IRP Plates Renewal Application
The Department of Motor Vehicles (DMV) is responsible for handling IRP plate renewals. To begin the renewal process, you must register for your IRP plate renewal in your base state. The DMV will send you a notice for renewal via email or mail, usually two to three months before your current registration expires.
Completing the Application
To proceed with the renewal, you need to complete the IRP plate renewal application form. This form should be submitted to the IRP unit at least forty-five days before the expiration date of your current registration. This time frame ensures that the invoice can be processed accurately.
Invoice Processing
After receiving your application, the DMV will process it and generate an invoice. The invoice will be sent to you via email or mail. To expedite the processing, it is essential to make the payment to the IRP office at least 20 days before the expiration date of your current registrations.
Payment Options
Payment for the IRP plate renewal can be made through various methods. If you prefer to pay by mail, send your invoice and payment to the address provided on the invoice. Payments can be made using your company’s or personal check. Alternatively, you can contact the IRP unit and provide your IRP Account Number and card information if you wish to pay by phone.
Requirements
- IRP Plate Renewal Schedule B
- Federal Schedule 1 if vehicles are having 55,000 lbs or more
- Heavy Highway Vehicle Use Tax Return {2290 form }
- FMCSA Motor Carrier Identification Report (Form MCS-150)
- A current copy of the Lease Agreement if the current holder is not the account holder
- Current Certificate of Insurance
- Valid driver’s license
- Valid Unified Carrier Registration.
